Typically, the answer is no. An appraisal is not needed when you are buying or selling a timeshare unit. Beware of agencies that tell you an appraisal is required before they will list your timeshare. Many times, this is not legitimate. They charge an upfront fee of $350, or more, for an appraisal and then attempt to market your timeshare. Even if the timeshare doesn't sell, they get the appraisal fee.
